William David McKenzie, Baron McKenzie of Luton (Bill McKenzie) (born 24 July 1946) is an English Labour politician and, up to the General Election of 2010, was Parliamentary Under-Secretary of State at the Department for Work and Pensions and the Department for Communities and Local Government. He is also a former Partner at accounting firm Price Waterhouse which became PricewaterhouseCoopers following a 1998 merger. ==Education and early career== Born in 1946, the son of Donald and Elsie May McKenzie, ''née'' Doust, he was educated at the University of Bristol between 1964 and 1967, where he graduated with a BA in Economics and Accounting. He qualified as a professional accountant and began his accountacy career at Martin Rata and Partners as an articled clerk in 1967. He moved to Price Waterhouse in 1973, working for one of the senior managers in many locations. He became a Partner in 1980, holding this post until 1986, when he became a consultant. He stayed within the company but moved to Hong Kong in 1992, working first as consultant, then as partner again. He acted as partner-in-charge for Vietnam from 1996, relinquishing this post in 1998.
